Find Safari's Share button
At the BOTTOM of Safari you'll see a row of icons. The Share button is a small square with an up-arrow ↑ coming out of the top. If you don't see icons, scroll to the top of the page or tap the URL pill to expand the toolbar.

Tap "Add to Home Screen"
A big sheet slides up. Scroll DOWN until you see "Add to Home Screen".

Tap Add → find the icon
Confirmation shows the app name. Tap Add top-right. The icon appears on the last page of your home screen (swipe right to find it).
